Bios:

Natacha Carbajal-Evangelista is Deputy Director, Regulatory Affairs, for the New York State Workers’ Compensation Board. In this role, she is responsible for all aspects of regulatory affairs for the agency, including developing and interpreting policy for the Board’s risk management program; overseeing New York State’s Paid Family Leave and Disability Benefits programs; and serving as an advisor to the Chair and Executive Director on policy matters.

Prior to joining the Workers’ Compensation Board, Ms. Carbajal-Evangelista served as the Governor’s Assistant Secretary for Labor and Workforce at the Office of the Governor of the State of New York and as Special Council for Ethics, Risk & Compliance with the Commissioner of Labor. Immediately prior to joining State government, Ms. Carbajal-Evangelista was a litigator with Baker & Hostetler LLP, where she was Counsel to the Trustee in the Liquidation of Bernard L. Madoff Investment Securities LLC and advised on issues of international insolvency and bankruptcy. She is a proud graduate of Fordham Law School and Cornell University’s School of Industrial and Labor Relations and lives in Westchester County with her family.  

 

Quinn Rapp-Ellis is a Senior Attorney in the Office of General Counsel and the Director of Paid Family Leave at the Workers' Compensation Board. Since joining the Board in September of 2016, she has been involved in many aspects of the implementation of Paid Family Leave including drafting regulations, responding to legal inquiries, and developing business processes. She received her J.D. from New York Law School, an M.A. from John Jay College of Criminal Justice, and her B.S. from Rensselaer Polytechnic Institute.
